Boris Y. Titov was born in Moscow on 24 December 1960.

Graduated from Moscow State University for International Relations (MGIMO) in 1983 with degree in international trade.

In 1983–1989, worked in Soyuznefteeksport (Nafta, Moscow), a state company trading crude oil and chemicals worldwide.

In 1989 during “perestroika” he left the state company for SovietDutch joint venture Urals.

In 1991 started his own business in London and became CEO of Solvalub (SVL) Group, specializing in trading, logistics and then production of solvents, lubricants and fertilizer.

In 2001 SVL formed a JV with Gazprom with the name Agrochemical Corporation “Azot”, which became the leading fertilizer producing group in Russia at that time.

2000–2005 – Vice-President, Member of the Executive Buro of the Russian Union of Industrialists and Entrepreneurs (RSPP), the largest business union in Russian Federation. In 2001 headed the Ethical commission of the union.

2004 was elected as Chairman of the All-Russian “Business Russia”, a Union, representing the interests of the industrial (non-raw material), businesses of Russia.

In 2004 took control over the historical Russian sparkling wine producer JSC “Abrau-Durso”, developing it to the largest wine producing and tourism group in Russia. In 2008 sold his fertilizer and chemical business.

Since 2010 Chairman of the board of the Russian Union of Winegrowers and Winemakers.

In 2012 Boris Titov has been appointed as the Presidential Commissioner for Entrepreneurs’ Rights.

Since 2007 chairman of “Stolypin Club”, which in 2016 presented to the President their Program of economic reforms “Strategy  of Growth” based on diversification,  free market development,  growth of SME, industrial modernization on the basis of softening of the Financial Politics of the Government and the Central Bank (QE for Russia).

In February 2016, he became chairman of the Political Party  “PARTY OF GROWTH”. First time it took part in the Duma Elections in September 2016.

In 2015, he became Chevalier of the Order of the Legion of Honor (France).
